Purpose
RESERVES holds governed capital. COIN depletes through reading. Replenishes through work. Every allocation evidenced.
RESERVES tracks the runway — what’s available, what’s burning, what’s replenishing. COIN flows in from WORK (contributions, governance, filings). COIN flows out through READING (API consumption, service calls). The balance is the reserve. Reconciled against LEDGER at close.
COIN Flow
WORK → TOKEN (locked in CREDITS)
TOKEN → COIN (exchange, explicit, ledgered)
COIN → READING (consumption, logged)
Burn Rate
| Category | Rate | Source |
|---|---|---|
| API consumption (Claude, CT.gov) | Per-session | Infrastructure |
| Patent filing | Per-phase | PATENTS/LEDGER.md |
| Legal counsel | Per-engagement | DEALS/ |
Replenishment
| Source | Mechanism | Status |
|---|---|---|
| Grant funding | Direct allocation | Active (FDOH, NIH) |
| TOKEN → COIN exchange | CREDITS conversion | Available |
| Platform revenue | Future licensing | Pre-revenue |
Structure
Leaf service scope. No child domains.
Required closure artifacts per scope:
CANON.md, README.md, RESERVES.md, VOCAB.md, ROADMAP.md, COVERAGE.md, LEARNING.md.
Learning lane per governed scope:
LEARNING.md at the scope root is terminal and SHALL NOT nest further LEARNING/.

Ecosystem Connectivity
- Upstream:
SERVICESgovernance contracts andDEXTERscope inheritance. - COIN plane: WORK mints COIN, READING burns COIN — all audited.
- FINANCIALS plane: actuals feed runway calculation.
- FORECASTS plane: burn rate feeds scenario modeling.
- LEDGER plane: every allocation and consumption event recorded.
- VAULT plane: all reserve details are auth-gated. Never public.
