Purpose
SUNSHINE extracts governed intelligence from Florida public records.
Florida Sunshine Law (Chapter 119, F.S.) makes government records publicly accessible. Every state agency document, grant application, contract, correspondence, and expenditure is a potential INTEL source. SUNSHINE governs the request, retrieval, and ledgering of public records across all scopes.
Structure
Leaf SERVICE scope. No governed child scopes. Extracted intelligence lands in INTEL.md and cross-references to consuming scopes.
